• Jair Lynch Real Estate Partners is a Washington, D.C.–based real estate investment and development company with a focus on building mixed-use, residential, and community-serving projects.   • The Reservoir District is being developed on the site of the former McMillan Sand Filtration Plant, a 25-acre property that played a key role in D.C.’s water supply system for nearly a century. The plant was decommissioned in 1986 and remained unused for decades. Since then, city officials, community members, and private developers have worked together through an extensive planning and review process to determine the site’s future. The redevelopment plan balances new housing, retail, healthcare facilities, and open space while honoring the site’s historic significance. 

  • The Reservoir District is located in Northwest Washington, D.C., on the former site of the McMillan Sand Filtration Plant—bounded by North Capitol Street, Michigan Avenue, and First Street NW. The site sits just north of the Bloomingdale and Stronghold neighborhoods and across from MedStar Washington Hospital Center and Children’s National Hospital.

  • The Reservoir District is a joint effort by three development teams: 

    • Jair Lynch Real Estate Partners, will build mixed-use buildings with rental apartments and neighborhood-serving retail, including a full-size grocery store.  

    • EYA, currently building and selling townhomes. 

    • Trammell Crow Company, will build the McMillan Center for Health & Research  

    Together, these partners are working under an overall master plan approved by the District of Columbia. 

  • Jair Lynch’s parcels within the Reservoir District will include: 

    • A full-service grocery store 

    • Mixed-income rental housing, including senior affordable, non-age restricted workforce housing and market-rate apartment homes 

    • Neighborhood-serving retail spaces

  • Jairy Lynch will be targeting a mix of national and local retailers including: coffee/café, casual/quick-casual restaurants, neighborhood restaurants, boutique fitness, financial, medical & personal services, pharmacy, child care and home repair needs.

  • No, residents of the apartment buildings will not be able to receive residential zoned street parking.

  • The senior housing project includes 135 apartment homes at AMI levels ranging from 30 to 80 percent for residents 55 plus.

  • Jair Lynch is building approximately 449 non-age restricted apartment homes on the site, 1/3 of these units (150) will be designated as work force housing for 20 years renting for an average of 80% AMI rents. 299 homes will remain market rate. 

  • No building will be taller than approximately 84 feet .
